See Attachment B for changes to the At-will Resolution. Board approval of the attached Resolution providing for At-Will Appointments to County Positions is required when changes are made to the list of class titles that are exempt from the requirement that all appointments to regular County positions be made from an eligible list, and who serve at the pleasure of the appointing authority.
The increase of the education and POST incentive pays for the Chief District Attorney Investigator and Assistant Chief District Attorney Investigator will assist in providing consistency across specialty pays between these unrepresented classes and the subordinate class of District Attorney Lieutenant. Two incumbents are impacted by this recommendation.
Unrepresented employees are eligible for a two and one-half percent (2.5%) increase in salary after ten (10) years of continuous service to the County and an additional two and one-half percent (2.5%) increase in salary after fifteen (15) years of continuous service from the most recent date of hire. Authorizing prior sworn safety experience with a law enforcement agency to be credited towards years of County service solely for longevity purposes will provide consistency between these unrepresented classes and the subordinate class of District Attorney Lieutenant. Two incumbents are impacted by the recommendation.
Human Resources recommends the Board approve the request from the Health & Human Services Agency to grant an accelerated merit step increase to Step 4 for Karleen Jakowski, upon her regular merit increase to Step 3 in the class of Assistant Director of Health & Human Services, for exceptional qualifications, effective January 14, 2024. The Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board. In addition to Ms. Jakowski's duties as the Assistant Director/Mental Health Director, over this reporting period, she has had to cover a substantial amount of extra work as we continue to see increased vacancies and prolonged recruitment time frames. Her extra effort has significantly impacted the continuity of operations for the Mental Health, Adults, and Child Welfare Teams. This action will result in an additional 5% increase for the incumbent.
