Reason for Recommended Action/Background
The West Sacramento campus, consisting of two buildings at 500 Jefferson Boulevard, West Sacramento, has been the subject of several board discussions in the past, most recently on July 23, 2019.  The County owns both buildings and the buildings were constructed in 1994.  Building A is 24,267 square feet and houses Health & Human Services Agency, Probation, and Board of Supervisors District 1.  Building B is 26,070 square feet and houses Communicare OLE and Health & Human Services Agency.  Communicare OLE leases approximately 15,000 square feet of Building B, and the main lease expires March 31, 2026.  

With the upcoming end of term of the Communicare OLE lease, the County has an opportunity to consider how to use the space moving forward.  Given the space constraints reported by County departments, the space may be repurposed to support regional functions of the Sheriff's Office, Assessor/Clerk-Recorder/Elections Office, Department of Child Support Services and more.  Additionally, the Building B space provides an opportunity to function as swing space to house Building A occupants to allow the County to renew Building A. Both buildings are due for capital renewal, consisting of modernizing complex building systems, improving electrical systems, improving ventilation systems, conducting ADA improvements, as well as repainting and reflooring.  Both buildings received, or are planned to receive, some capital renewal efforts.  The County has completed energy efficiency upgrades on both buildings in 2021, Building B received a roof replacement in 2023, Building A is scheduled for a roof replacement in 2024, and Building A is scheduled for various repainting/reflooring in some HHSA and District 1 spaces in 2024.

This agenda item provides the Board with the opportunity to provide staff with any guiding principles or strategic goals for this campus.

The Department of General Services is working with the County Administrator's Office on this project.  All departments were consulted on the potential opportunity to expand operations at this site.
