	17.	Waive second reading and adopt an ordinance amending Article 34 of Chapter 2 of Title 2 of the Yolo County Code regarding Partnership Healthplan of California Commission. (No general fund impact) (Sullivan)

Approve ninth amendment to Agreement No. 19-16 with OLE Health dba CommuniCare OLE to extend the term of the agreement through January 31, 2024 and add funding in the amount of $23,602 for a new contract maximum of $385,646 for the period of July 1, 2018 through January 31, 2024, for the provision of providing secure supervised toxicology specimen collection for County referred Child Welfare Services clients. Public Defender

	23.	Authorize the Public Defender to accept the Racial Justice for All Grant Funding approved by the State Office of the Public Defender in the amount of $300,000 for a grant period of February 15, 2024 through February 15, 2026; and adopt a budget resolution to increase the Public Defender's budget for 2023-24 by $300,000. General Services

	30.	Provide an update on the County's real estate efforts and provide staff direction. (No general fund impact) (Pistochini) (Est. Time: 10 min)

Motion made by Supervisor Vixie Sandy and seconded by Supervisor Provenza to approve the recommended action and to report back to the Board of Supervisors at the appropriate time, and to include a limit not to exceed $100,000 for Architecture & Engineering (A&E) services for the Historic Courthouse reuse. Supervisor Barajas offered a friendly amendment to include the Historic Courthouse reuse in the Capital Improvement Plan and for the examination of other properties in the Clarksburg-area. Supervisor Vixie Sandy was amenable to the friendly amendment.

Minute Order No. 24-12: Approved the following recommended actions with additions noted in red:

Authorize staff to enter negotiations with Common Spirit to reuse Norton Hall and an adjacent Agriculture corporation yard building.
Direct staff to return to the Board with a UC Cooperative Extension Relocation work authorization and develop funding request for A&E services.
Direct staff to return to the Board with an Historic Courthouse Reuse A&E services work authorization and develop funding request for A&E services not to exceed $100,000.
Add the Historic Courthouse reuse to the Capital Improvement Plan.
Authorize staff to file a letter of interest for the Dunnigan Federal Surplus Property.
Direct staff to explore with Clarksburg property owner if a naming right is possible for a largely reduced acquisition price.
Authorize staff to discuss with Reclamation District 999 to determine if RD999 support exists for a Clarksburg Park.
Direct County staff to examine the feasibility of Clarksburg development in flood risk area.

The Board unanimously authorized the Office of the County Counsel to join an appeal in the California Department of Water Resources case noted on the agenda as a coordinated proceeding involving challenges to the California Water Fix Project, as well as a validation proceeding filed by the Department of Water Resources concerning revenue bonds for project construction. The appeal relates to a recent order by the Sacramento Superior Court involving a request for attorney's fees.
