Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $171,561 in grant funds from the California Governor's Office of Emergency Services for the County Victim Services Program. (No general fund impact) (Reisig)
Recommended Action
  1. Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $171,561 in grant funding awarded by the California Governor's Office of Emergency Services; and 
     
  2. Authorize the District Attorney and/or Chief Deputy District Attorney to execute the grant award agreement including any and all amendments and extensions.

Reason for Recommended Action/Background
The Yolo County District Attorney has been receiving the County Victim Services Program grant from the California Governor's Office of Emergency Services since fiscal year 2016-17.

This grant allows the county to provide services to victims in one location.  This location is Empower Yolo and instead of victims going to multiple locations, they can now go to Empower Yolo to receive client navigation, legal aid, counseling, financial assistance, etc.

These funds are a pass-through to Empower Yolo to provide direct services, client navigation, and coordination of services that otherwise could not be provided to survivors in Yolo County.  No county employees are funded with this grant and 2024 will be the last year these grant funds will be available.

Yolo County District Attorney partners with Empower Yolo on this grant.

County Counsel has reviewed and signed the board resolution.

Further explanation as needed:
The $171,561 will be expended in FY2023-24 and FY2024-25. In fiscal year 2023-24, we budgeted $170,400. This amount was approved in the adopted budget.  With this grant crossing over 2 fiscal years, there is no need to increase the budget to meet the actual award.

We were informed by Cal OES that after 2024, they will no longer be funding the County Victim Services grant program.  The DA's office does not fund any personnel with this grant funding.
