Recommended Action
Approve fourth amendment to Agreement No. 20-244 with UC Davis Health to extend the agreement through June 30, 2024 and reduce funding in the amount of $133,231 for fiscal year 2023-24, for a new contract maximum of $1,257,030, for the period of July 9, 2019 through June 30, 2024, for the provision of Early Diagnosis and Preventative Treatment Services.

Reason for Recommended Action/Background
Yolo County Health and Human Services Agency (HHSA) has been utilizing Mental Health Block Grant (MHBG), Coronavirus Response & Relief Supplemental Appropriations Act (CRRSAA), and American Rescue Plan Act (ARPA) funds to serve Transition Age Youth (TAY) who are experiencing the symptoms of early psychosis with a serious emotional disturbance (SED) or serious mental illness (SMI) and have limited and/or no resources to secure the continuum of mental health and substance use treatment services needed to live safely and thrive in the community.

HHSA would like to take its final option year, that was written into the agreement via the second amendment, thereby extending the agreement through fiscal year 2023-24. The funding for fiscal year 2023-24 was previously expected to be $427,642. The State did not approve American Rescue Plan Act (ARPA) FEP funds from fiscal year 2022-23 to be rolled over to fiscal year 2023-24, therefore the contract amount for fiscal year 2023-24 needs to be reduced to $294,411. Fiscal year 2023-24 services will be funded by MHBG FEP in the amount of $200,818 and ARPA FEP in the amount of $93,593.

No general funds are required by this action.  The services for fiscal year 2023-24 will be funded by Mental Health Block Grant (MHBG) FEP, in the amount of $200,818, and American Rescue Plan Act (ARPA) FEP, in the amount of $93,593. The action decreases the contract maximum by $133,231 for a total of $1,257,030 for the period of July 9, 2019 through June 30, 2024. The amount of $294,411 is included in the HHSA adopted budget for fiscal year 2023-24.
