The County of Yolo Housing Rehabilitation Program is funded by the State Community Development Block Grant (CDBG) Program and is designed to expand the supply of decent, safe, sanitary, and affordable housing; to correct health and safety hazards in deteriorated housing; and to extend the useful life of existing housing units. Loans and grants are available on a first-come, first-served basis to achieve cost-effective repairs for low-income owner-occupied homes or for rental units occupied by low-income tenants of owner-investors within the unincorporated areas of Yolo County. The goal of the program is to improve the quality of life for residents, to contribute to the condition of neighborhoods by eliminating blight, and to promote neighborhood stability by helping families to stay and invest in their homes.
The program will be marketed and available throughout the unincorporated area of Yolo County. The available grant funding will provide deferred loans for the rehabilitation of owner-occupied single-family homes. Rehabilitation will be focused on correcting code violations, addressing health and safety issues, and the installation of mobility accommodations for seniors or persons with disabilities. Funding is anticipated to assist approximately 6 low-income homeowner families.
Yolo County was awarded a $500,000 grant from CDBG for the Yolo County Housing Rehabilitation Program. The County has set aside an additional $250,000 in CDBG program income for the program.
Thurmond Consulting, following the necessary Request for Proposals, is being awarded the contract to assist the County with implementing the Housing Rehabilitation Program. Thurmond Consulting has the requisite knowledge and expertise to bring the program to success.
Staff recommends approval of the contract with Thurmond Consulting in the amount of $239,500.
