Reason for Recommended Action/Background
California Welfare Reform provides for three stages of childcare services and payment systems. Stage One Childcare Services are mandated and funded by the California Department of Social Services (“CDSS”) and begins upon entry of a person into the CalWORKs or CalLearn Public Assistance Programs.

On or about December 30, 2021, the County entered into a two-year Agreement with Yolo County Children’s Alliance from January 1, 2022 through June 30, 2023 to provide these mandated services.

On or about July 12, 2022, the Parties amended the Agreement via the First Amendment to add CalWORKs funding in the amount of $33,000 in order to pay remaining claims for 2021-22; and update contract language.

On or about July 18, 2022, the Parties amended the Agreement via the Second Amendment to revise the contract budget table to correct an error in the 2021-22 budget.

On or about April 4, 2023, the Parties amended the Agreement via the Third Amendment to: extend the term through June 30, 2024; add additional CalWORKs funding of $900,000 to 2022-23 and $2,700,000 to 2023-24; increase optional extension amounts to $2,700,000; and update contract language.

Approval of this Fourth Amendment will extend the term of the Agreement through June 30, 2025; add additional CalWORKs funding of $850,000 to 2023-24 and $3,550,000 to 2024-25; increase optional extension amount to $3,550,000; and update and clarify language in the Agreement. The additional funding is required due to an increase in the number of families being provided childcare services in the CalWORKs Program.

Performance Measures included in this Agreement are as follows:
The Performance Measures were included in the underlying Agreement and are not being revised at this time (See Att. B. Performance Measures).

HHSA confirms Yolo County Children’s Alliance (YCCA) has performed satisfactorily under this Agreement. For the period of June 1, 2023 through December 31, 2023, YCCA administered childcare services to an average of 150 single-parent families/250 children and 70 two-parent families/157 children.

Competitive Bid Process/Vendor Performance
On September 13, 2021, Yolo County Health and Human Services Agency (“HHSA”) issued a Request for Proposals (“RFP”) from qualified community-based organizations to provide Stage One Childcare Services.  The RFP was open for thirty (30) days, and staff offered potential bidders an opportunity to ask questions during a Bidders’ Conference on September 22, 2021.  Bidders were offered the opportunity to submit proposals by dropping off a paper proposal directly at HHSA.
