Approve American Rescue Plan agreements for the Yolo Arts, YoloCares, Esparto Unified School District, and Yolo Community Foundation by using American Rescue Plan funds in the amount of $1,114,792 and delegate authority to the Manager of Procurement to sign the agreements. (No general fund impact) (Pinedo/Espitia)
Recommended Action
  1. Approve agreement with Yolo Arts by using American Rescue Plan funds in the amount of $25,000 for the period of March 1, 2024, through October 31, 2024, for the Healing Arts Project (HAP) with an initial payment of $5,000 to start their program;
     
  2. Approve agreement with Yolo Cares by using American Rescue Plan funds in the amount of $225,000 for the period of January 1, 2024, through December 31, 2024, to fund Galileo Place Adult Day Program;
     
  3. Approve agreement with Esparto Unified School District by using American Rescue Plan funds in the amount of $538,292 for the period of June 1, 2024, through June 30, 2025, to fund the Career Technical Education (CTE) Building Project;
     
  4. Approve Agreement with Yolo Community Foundation using American Rescue Plan funds in the amount of $326,500.00 for the period of February 19, 2024, through December 31, 2025, for the Yolo Nonprofit Excellence in Operations Navigator (Yolo NEON) with an initial payment of $32,600; and
     
  5. Delegate authority to the Manager of Procurement to sign the agreements in substantially the forms attached, subject to approval by County Counsel.

Reason for Recommended Action/Background
Staff recommends approving the agreements of the projects listed below. The agreements are attached to this staff report as Attachments A - D.

American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which allocated $42,829,540 in available federal funding. Allocations were made to Priority Projects, Priority Categories, Strategic Plan Implementation, and other funding uses. Since the initial allocation, the Board has periodically reviewed and adjusted the amounts allocated, with the most recent reallocation occurring at the Board meeting on December 5, 2023. At that meeting, the Board considered and approved a slate of Staff project recommendations to fund from reallocated monies, including the YoloCares, Esparto Unified School District, and Yolo Community Foundation proposals. The Interactive Healing Arts Project (HAP) was approved by the Board of Supervisors on July 26, 2022.


YoloArts - Healing Arts Project (HAP)
On July 26, 2022, the Board of Supervisors approved funding for the Interactive Healing Art project for $25,000. The Healing Arts Project is under the fiscal sponsorship of Yolo Arts. The Interactive Healing Arts Project (HAP) is a collaborative initiative that explores local and global art as a medium for healing in the community and engages schools and students in empowering activities and self-reflection on the theme of art as a companion to our healing journey. HAP will give opportunities to students in elementary, middle, and high schools in Yolo County to engage in workshops on this topic. The Healing Arts Project is requesting  an initial disbursement of $5,000 of the $25,000 award to start their program.

YoloCares - Galileo Place
YoloCares received additional funding for Galileo Place, an adult day center in Davis that provides supportive care to adults living with cognitive impairment. At the July 25, 2023, Board meeting, the Board approved $400,000 in ARP funding for the Adult Day Health Center Tenant Improvements project. On December 5, 2023, the Board of Supervisors approved the ADHC project to have its funding increased by $225,000, for a total of $625,000. YoloCares will then be directed to this resource for support. Galileo Place is part of YoloCares' Center for Caregiver Support (CCS), established as part of YoloCares in 2022. However, CCS's roots stem from "Citizens Who Care," a 50-year-old Yolo County nonprofit that merged into YoloCares in 2018. CCS has already served close to 1,100 caregivers during the past year. Caregivers benefit not only from the respite and peace of mind Galileo Place provides but also from other CCS programs, including free caregiver training, education, retreats, grief support, and care navigation in addition to volunteer-based respite care at home and the professional care provided by Galileo Place. Yolo County funding will ensure that low-income families receive caregiver respite services provided by Galileo Place's adult day program.

Esparto Unified School District - Career Technical Education (CTE) Building Project
Esparto Unified School District was awarded $538,292 in ARP funding to build a CTE facility at Esparto High School to teach culinary arts and digital media. This new classroom can be used as a teaching kitchen for our community, adult education classes, and a community feeding kitchen through some of our nonprofit partners.


Yolo Community Foundation - Yolo NEON
Yolo Community Foundation was awarded $326,500 in ARP funding to develop and implement the Yolo Nonprofit Excellence in Operations Navigator (Yolo NEON) to assist local nonprofits with operational improvements. Through this project, we will guide nonprofits through the process of refining their back-office policies and procedures to maximize impact by increasing efficiency and decreasing risk. Back office functions that are addressed through this program may include finance, legal & risk management, human resources, technology & security, etc. The Yolo NEON project is requesting an initial disbursement of $32,600 of the award to get Yolo NEON started.
