Recommended Action
Approve and delegate signing authority to the Yolo County Procurement Manager for the second amendment to Agreement No. 23-136 with Granite Wellness Centers to add funding in the amount of $127,549.19, for a new contract maximum of $365,049.19, for the period of July 1, 2023 through December 31, 2023, for the provision of 24-hour non-institutional Substance Use Disorder (SUD) treatment services. Reason for Recommended Action/Background
On December 6, 2022, the BOS delegated signing authority to the Yolo County Procurement Manager to execute Agreement No. 22-284 with Granite Wellness Centers for the provision of 24-hour non-institutional SUD treatment services for the period of October 1, 2022 through June 30, 2023. Due to the CalAIM initiative, on or about June 6, 2023, the BOS approved a sixth month extension of the procurement for a short-term renewal agreement with Granite Wellness Centers for the period of July 1, 2023 through December 31, 2023, and delegated signing authority to the Yolo County Procurement Manager to expedite execution of the renewal agreement. The renewal agreement was fully executed on August 2, 2023.

On or about October 11, 2023, the County executed a first amendment to correct rates in Exhibit B-2, which did not require BOS approval.

Approval of this second amendment adds additional funding in the amount of $127,549.19 which is necessary due to an increased number of clients utilizing these services and therefore, the County requires an increase in funding in order to remit payment.

Performance Measures included in this Agreement are as follows:
The Performance Measures were included in the underlying Agreement and are not being revised at this time (See, Att. B. Performance Measures)

HHSA confirms Granite Wellness Centers has performed satisfactorily under this agreement. Granite Wellness Centers has provided detox and residential services including perinatal services to Yolo County residents referred to those services. Granite Wellness Centers works with HHSA to prioritize and evaluate those with the most impacted substance use disorders and prioritizes them for intake. The majority of participants referred have completed the program successfully.

County Counsel will review and approve this amendment as to form.
Competitive Bid Process/Vendor Performance
On or about February 26, 2018, Yolo County issued a formal request for proposal (“2018 RFP”) to solicit providers for the Yolo County Substance Use Disorder (“SUD”) Adult Continuum of Care services to eligible Yolo County residents. As a result of the 2018 RFP, contracts were awarded to seven providers, including Community Recovery Resources.

On or about October 7, 2022, the Yolo County Procurement Manager approved a sole source procurement with Granite Wellness Centers (fka Community Recovery Resources) because there was an urgent need for residential services in the SUD Adult Continuum of Care. Community Recovery Resources was one of the original awarded providers from the 2018 RFP is now operating under the name Granite Wellness Centers.

No general funds are required by this action.  These services will be funded by SABG and realignment. The action increases the contract maximum by $127,549.19 for a total of $365,049.19 for the period of July 1, 2023 through December 31, 2023. The amount of $127,549.19 is included in the HHSA adopted budget for fiscal year 2023-24.
