The Institute for Local Government was recently selected by the Irvine Foundation and the California Workforce Development Board to become an Intermediary and Program Sponsor that administers a Non-Traditional Registered Apprenticeship Demonstration Pilot Program up to 10 local governments in California. There is an opportunity for Yolo County to participate in the program. The goals of the program are as follows:
- Build awareness of registered apprenticeships as a potential strategy to address workforce recruitment and retention challenges in the public sector.
- Identify high demand and emergent occupations that may be appropriate for non-traditional registered apprenticeships to meet future workforce goals.
- Optimize existing resources and build more capacity.
- Strengthen relationships with key stakeholders -- including state and local workforce development and higher education -- and identify new opportunities for regional engagement and collaboration.
- Explore innovative and equitable ways to address workforce needs.
Recruiting and retaining a skilled and engaged workforce remains an important goal for the County. As such, staff recommends the Board delegate authority to the County Administrative Officer, or designee, to finalize and enter into the attached Memorandum of Understanding (Att. A) which would allow for the County to participate in the program.
