Recommended Action
  1. Approve One-Time Fire Sustainability Application 2023/24 for Madison Fire Protection District in the amount of $128,204; and
     
  2. Delegate authority to the CAO to execute the agreements, and delegate authority to the County Administrative Officer or designee to sign the agreements.

Background

On April 18, 2023, the Board of Supervisors approved a funding plan to provide up to $1.5 million annually to support the long-term financial sustainability of Yolo County Fire Protection Districts. Fire District Sustainability Funding Plan procedures were approved by the Board on September 26, 2023 and are provided as Attachment A to this staff report. These procedures outline the steps for administering and disbursement of fire sustainability funding. The Fire Districts that attempt in good faith a new Proposition 218 election that fails may request a one-time grant, which must be approved by the Board of Supervisors. Grant requests may be made for two years unless a subsequent Proposition 218 election is held. Currently, six Fire Districts have gone through a new Proposition 218 process. Elections in the Dunnigan, Esparto, and Madison Fire Districts failed. Dunnigan and Esparto funding was approved by the Board of Supervisors on January 9, 2024. Madison submitted a One-Time Fire Sustainability application; see Attachment B for more details.

Madison Fire Protection District

The Madison Fire Protection District (FPD) requests $128,204 for building an additional apparatus bay. The new apparatus bay will be a metal building built on a reinforced concrete slab to support the weight of the fire apparatus.
