Recommended Action
  1. Approve first amendment to Agreement No. 20-304 with WSP Inc. (formerly Golder Associates) to increase the maximum compensation to $497,227 for design and construction quality assurance services for the landfill; 
     
  2. Authorize the Chair of the Board of Supervisors to sign the amendment; and
     
  3. Adopt a budget resolution increasing the authorized expenditures and revenue of the Sanitation Enterprise Fund by $150,000.

Reason for Recommended Action/Background
On December 20, 2020, the Board approved an agreement with WSP Inc. (formerly Golder Associates) as well as two other consultants (Geologic Associates and Geosyntec Consultants) to prepare designs and perform construction quality assurance services at the landfill.  Each consultant had several defined tasks as well as an on-call assistance task for minor projects.  Included in WSP's scope, was the design of a landfill module (Waste Management Unit 6H) and a liquid surface impoundment (Waste Management Unit H4).  To-date, the design and construction of Waste Management Unit 6H has been completed and the design of Waste Management Unit H4 is in-progress.

Prior to construction, all landfill module designs require review and approval by the California Regional Water Quality Control Board.  It is common for these reviews to take a significant amount of time, with several recent projects taking over a year to receive approval.  Because of this long approval process, staff is recommending the design process for the next landfill module commence now to ensure uninterrupted service to landfill customers.

Staff solicited proposals for the design of the next landfill module from the three consultants (WSP, Geo-Logic and Geosyntec) currently on retainer, which were reviewed by division staff.  Each consultant provided a quality proposal but WSP stood out for their low cost and experience in designing similar modules at the landfill.  Because of this, staff is recommending WSP be selected for the next landfill module design. 

In addition to the module design, WSP has provided the division on-call assistance with the landfill's storm water discharge permit as well as other design projects such as an expansion to the landfill's groundwater extraction system.  The original maximum amount for these types of tasks was $200,000 and the majority of these funds have been expended.  The attached amendment also includes an increase to WSP's on-call services task of $50,000 to cover continued support for the landfill's storm water discharge permit and any small project assistance the landfill might need.

The attached budget resolution modifies the Sanitation Enterprise Fund budget to address these changes.   The increased expenses with this amendment will be completely covered by the fees collected from landfill customers.
