Approve American Rescue Plan Community Benefit Grant proposals for Winters Participation Gallery totaling $15,000, Davis Media Access totaling $5,000, and Yolo County Housing Authority totaling $5,500, delegate authority to staff to enter into the necessary agreements, and delegate authority to the Manager of Procurement to sign the agreement. (No general fund impact) (Pinedo/Espitia)
Recommended Action
  1. Approve agreement with Winters Participation Gallery for this year’s mural, a youth development project in the amount of $15,000;
     
  2. Approve agreement with Davis Media Access in support of a planning grant to fund community needs information assessment for $5,000;
     
  3. Approve agreement with Yolo County Housing Authority to support the River Bend Senior Rec. Project for $5,500;
     
  4. Delegate authority to staff to complete the agreements; and
     
  5. Delegate authority to the Manager of Procurement to sign the agreements.

Reason for Recommended Action/Background
Background
On July 25, 2023, the Board of Supervisors received an update on the American Rescue Plan (ARP) and a set of recommendations from staff for the use of remaining funding. At that time, staff recommended setting aside $500,000 for the Community Benefit Equal Allocation Plan. The Plan equally allocated a portion of that funding to each of the five supervisorial districts, allowing each Supervisor to provide grants to local Community-Based Organizations (CBO) operating within their districts. The Board approved the plan at that meeting, further augmenting the funding to a total of $750,000.  

A brief description of the funding proposals follows: 

Winters Participation Gallery for the Arts
This agreement would provide $15,000 from District 2 for the Winters Participation Gallery for the Arts. Winters Participation Gallery for the Arts, a 501(c)3 non-profit organization, whose main mission is to is to nurture and support emerging artists. They guide youth from 6th - 12th grades in the creation of a large-scale artwork. Under the direction of three professional artists, students design and paint a mural on a local building. This project, especially, requires collaboration and teamwork, helping the artists develop social skills while working together for the common goal of completing a stunning piece of public art. The historical aspect brings together different perspectives and increases the students' knowledge about the town in which they live with its diverse cultural history.

Davis Media Access
This agreement would provide $5,000 from District 2 for Davis Media Access to fund a deep community needs information assessment. Davis Media Access, a 501(c)3 non-profit organization. That assessment will let OMA approach major project funders armed with rich data and a very clear idea of what is needed and could work in Davis initially, and expanded to Yolo County, for an even more competitive applicant for national funding to re-imagine local news. A $5,000 commitment from Yolo County will be matched by funding from the City of Davis and will be leveraged to fully fund the planning grant. 

Yolo County Housing Authority's River Bend Senior Rec. Project
This agreement would provide $5,000 from District 3 for the Yolo County Housing Authority's River Bend Senior Rec. Project. Yolo County Housing Authority, a 501(c)3 non-profit organization. The funding request is to help greatly improve the aesthetics of the Riverbend Senior Manors in West Sacramento with the installation of a gazebo, purchase of outdoor furniture and paver options. These improvements will help the community create a welcoming and clean environment for the senior residents of this public housing site.

Recommended Action
Staff are requesting authority to complete and sign the agreements with the named organizations in the amount described above. The agreements will utilize the language shown in Att. A. Agreement Template.
Collaborations (including Board advisory groups and external partner agencies)
Grant recipients are selected by the Supervisor's Districts and reviewed by the County Administrator's Office. County Counsel and the Department of Financial Services reviewed and approved the benefit agreement language in Att. A. Agreement Template.
Competitive Bid Process/Vendor Performance
The respective Supervisors' District staff review potential beneficiaries of the available ARP funding, and the Supervisor selects beneficiaries and funding amounts. District Staff then begin preparation of the agreements. The County Administrator's Office reviews the spending proposals and verifies that the proposed beneficiary meets any necessary requirements under federal and state laws. The proposal is then brought to the Board for delegation of authority to complete and sign the agreement in advance of any funding disbursement.

No general fund impact will occur with the approval of this item. The Board allocated $750,000 in American Rescue Plan funding to the Community Benefit Equal Allocation Plan on July 25, 2023, of which $25,500 will be utilized to fund these grant benefits.
