The Yolo Habitat Conservancy Board met on the 19th day of March 2018, starting at 5:30 p.m. in regular session in the Board of Supervisors' Chambers in the Erwin W. Meier Administration Building, 625 Court Street, Woodland, California.

   1. Approval of the Agenda Order  
             
   2. Public Comment: This is time reserved for the public to address the Conservancy Board on matters not on the agenda.

          Minute Order No. 18-09: Approved consent agenda items nos 4-5.

MOTION: Frerichs. SECOND: Neu. AYES: Davies, Frerichs, Ledesma, Neu, Provenza, Saylor.
 

             
   4. Approved February 26, 2018 meeting minutes.  
             
   5. Authorized Chair to sign 12-month lease renewal for 611 North Street at $1,015/month.  
             
REGULAR AGENDA
             
   6. Received State Controller's Report presentation from Yolo County Department of Financial Services.

Josh Iverson from Yolo County Department of Financial Services presented.
 
             
   7. Selected option for Executive Director transition, approved request for at least $164,900 in member agency loans, and approved 2018-19 budget process.

Valerie Ruxton of Municipal Resources Group presented.
 
             
          Motion to approve item was made by Davies and seconded by Frerichs, but no vote was taken.

Minute Order No. 18-10: Substitute motion made to approve recommended actions, including an amended motion that each jurisdiction should study two scenarios and report back. Scenario one includes a contribution of $40,000 each, while scenario two includes a contribution of $50,000 each. The City of Winters will evaluate two scenarios with an $8,000 contribution or a $10,000 contribution.

   8. Received and filed monthly financial statement.  
             
   9. Received and filed update on Yolo HCP/NCCP implementation.  
             
   10. Selected composition of the Friends of the Yolo Habitat Conservancy Board of Directors.  
             
          Minute Order No. 18-11: Approved composition of the Friends of the Yolo Habitat Conservancy Board to initially include all current Yolo Habitat Conservancy Board members with the option of later adding up to two members of the public.

MOTION: Ledesma. SECOND: Davies. AYES: Davies, Frerichs, Ledesma, Neu, Provenza, Saylor.

             
   11. Receive Advisory Committee update.

No update since they did not hold a meeting.
 
             
   12. Received Executive Director update.
