Motion was seconded by Supervisor Provenza. No vote was taken.
 
Minute Order No. 20-116: Amended motion to reduce the District Attorney's general fund budget by $350,000 and replace it with fund balances from CalMMET funds by the same amount and then appropriate $50,000 from the general fund for the purpose of funding the climate action advisory committee. Motion failed by a 3:2 vote.

Minute Order No. 20-125: Approved recommended action by Resolution No. 20-114 with the following amendments:
  • Remove: "BE IT FURTHER RESOLVED, Yolo County shall consider recruiting and creating a working advisory body to develop and implement the plan. The advisory body shall include, in addition to appropriate county staff, representatives from cities or other appropriate jurisdictions, community organizations, and public experts, representation from vulnerable, marginalized, and underserved communities. The advisory body shall be charged with engagement with the broader Yolo County community, including public meetings, to ensure all voices are heard.”
     
  • Add:BE IT FURTHER RESOLVED, Yolo County shall, by March 1, 2021 create a working advisory body to develop and propose a new Climate Action Plan (Yolo County 2022 Climate Action Plan) designed to reduce all greenhouse gas emissions in Yolo County and achieve a carbon negative footprint by 2030. The advisory body shall include, but not limited to, in addition to appropriate county staff, a one or more county supervisors, representatives from cities and other appropriate jurisdictions, community organizations, experts in the field of climate change, and representation from vulnerable, marginalized, and underserved communities. The advisory body shall be charged with engagement with the broader Yolo County community, including public meetings, to ensure all voices are heard. The proposed Yolo County 2022 Climate Action Plan shall be delivered to the Board of Supervisors by March 1, 2022. Upon adoption, the advisory body will advise Yolo County and the cities regarding the implementation of the plan; and

    BE IT FURTHER RESOLVED, Yolo County staff will work with the Yolo Climate Coalition and other stakeholders to make a recommendation to the Board of Supervisors as to the composition of a working advisory body, consistent with the paragraph above. That recommendation shall include the number of members, the length of time a member may serve, the procedure for applying for membership, categories of membership, and approval of members by the Board of Supervisors. The intent is to create an advisory body that includes, in addition to appropriate county staff, a county supervisor liaison; representation from cities and other appropriate jurisdictions that agree to participate;  representation of community organizations; one or more experts in the field of climate change or environmental science ; and representation from vulnerable, marginalized, and underserved communities; and”
Additionally, staff was directed to return to the Board with a recommendation as to include Sustainability, Greenhouse Gas (GHG) and co-pollutant carbon-footprint and ecological impact statements for Board of Supervisor and Yolo County Commission agenda items.

Introduce by title only, waive first reading, and receive public comment on a proposed ordinance amending Title 10, Chapter 11 of the Yolo County Code of Ordinances to add a schedule of fee increases, based on the fee amounts and formulas established by prior Board action, to align with current practice and clarify the per ton gravel fee amounts following annual four percent increases; continue the item to the Board of Supervisors meeting on October 6, 2020, for a second reading and adoption; and find this action exempt from CEQA under CEQA Guidelines Section 15061(b)(3). These proposed changes make no substantive change to the ordinance or the gravel mining fees. (No general fund impact) (Blacklock/Liebler)
