Recommended Action
Approve third amendment to Agreement No. 16-186 with Dignity Health dba Woodland Memorial Hospital to extend the term of the agreement through June 30, 2021; add funding in the amount of $150,000 for 2020-21, for a new contract maximum of $750,000, for the term of July 1, 2016 through June 30, 2021; and to revise and clarify contract language.

Reason for Recommended Action/Background
California State Law mandates that psychiatric inpatient hospital services be provided to eligible Medi-Cal and Non-Medi-Cal mental health consumers in each County. Woodland Memorial Hospital is the designated and responsible hospital to provide such services to Yolo County residents, age 18 to 64 years old, who meet State Welfare and Institution Code §5150 criteria; and/or who are a danger to self, danger to others, or are gravely disabled; and require acute inpatient psychiatric treatment services. For any Medi-Cal eligible inpatient services, the hospital is responsible to claim for federal reimbursement. The non-federal reimbursement portion of these services is funded by Yolo County Health and Human Services (HHSA) realignment, which is offset from the state payment to HHSA.
 
Approval of this Amendment will allow vital treatment services to be available and/or continue through fiscal year 2020-21.

This Agreement is being sought through a Sole Source which has been approved by the Procurement Manager.

The action increases the contract maximum by $150,000 for a total of $750,000 for the period of July 1, 2016 through June 30, 2021. No general funds are required by this action.  These services will be funded by Realignment / Medi-Cal FFP.  The amount of $150,000 is included in the HHSA proposed budget for FY2020-21.
