Recommended Action
Terminate, effective October 1, 2020, the authorization of the Yolo County Tourism Business Improvement District to defer collection, interest, and penalties for delinquent assessments, and require any deferred assessments to be paid in full by June 30, 2021. Any deferred assessments not paid by June 30, 2021 will be subject to interest and penalties commencing on July 1, 2021.

Reason for Recommended Action/Background
The Yolo County Board of Supervisors previously formed the Yolo County Tourism Business Improvement District (TBID) in July 2017. The Tourism Business Improvement District is a 5-year benefit assessment district to fund marketing and public relations and community marketing programs for lodging businesses within unincorporated Yolo County and the cities of Davis, Winters and Woodland. The County and cities collect a 2% assessment and then forward the assessment revenues to Visit Yolo, the hotelier owners association, which provides the marketing and public relations and community marketing program.

At the April 21, 2020 Board meeting, the Board adopted a resolution authorizing the TBID to defer collection, interest, and penalties for delinquent assessments for the duration of the current local health emergency. At the time it was not anticipated that the local health emergency would extend for as long as it has; furthermore it is likely the local health emergency will continue through the end of the year. Additionally, the Cities of Davis and Woodland are similarly taking action to terminate their deferrals of transient occupancy taxes. As such, staff is recommending the Board terminate the authorization of the TBID to defer collection, interest, and penalties for delinquent assessments beginning October 1, 2020. Any deferred assessments not paid by June 30, 2021 will be subject to interest and penalties commencing on July 1, 2021.
