Reason for Recommended Action/Background
The County of Yolo became aware of acute childcare needs that have developed as a result of the COVID-19 pandemic. As a result, the Board of Supervisors at the September 1, 2020 meeting expressed interest in a portion of the County's federal CARES funding in addressing some of the unique needs. 

As a result, the County Administrator's Office worked closely with First 5 Yolo, the Yolo County Office of Education (YCOE) and the Yolo County Child Care Planning Council (LPC) in developing a proposal that was responsive to the need. The proposal would provide one-time emergency funding to pay for childcare slots to financially assist families and childcare providers impacted by the pandemic. A process will be followed that starts with outreach, receipt of applications for assistance, verification of eligibility of applications, and then funding of approved applications, and finally reporting back to the County on the results. The program is expected to support at least 25-50 high-need families (78-92 children) and providers and ensure that this child care occurs that may otherwise go unfunded or not be provided for three months (Attachment B). The grant period is September 29, 2020 to December 30, 2020 in line with the end date of the eligibility of CARES funding. 

Thus, County staff are requesting the Board approve the agreement and authorize the County Administrator to execute the agreement.

The County Administrator's Office collaborated with First 5 Yolo, the Yolo County Office of Education and the Yolo County Child Care Planning Council (LPC) to develop this agreement and ensure it was representative of community-wide child care needs. Assistance was obtained from the Department of Financial Services to expeditiously draft the contract.
Competitive Bid Process
Not applicable. As this agreement is a sub-award to another governmental agency, it is exempt from the performance of competitive procurement. The County has communicated all regulations and requirements that YCOE will need to comply with as part of performance of the grant under the federal CARES Act.

Further explanation as needed:
The County received CARES funds in order to respond to the COVID-19 Pandemic. Due to the limited time duration to expend the funds, the County appropriated the full amount of the funds at the July 21, 2020 meeting however the Board provides direction as to specific projects at monthly expenditure plan presentations before the Board of Supervisors.
