Recommended Action |

- Authorize the Chair of the Board to sign the agreement.

Reason for Recommended Action/Background |
In 2005, Yolo County began installing a series of traffic calming and pedestrian improvements on Yolo Avenue in Esparto, which is Caltrans right-of-way. This was in response to community feedback which expressed a desire for increased safety for pedestrians. To deliver improvements in line with the public interest, the County entered a maintenance agreement with Caltrans and installed textured asphalt concrete crosswalks (“streetprint”), striped pedestrian bulb-outs, street lighting, flashing pedestrian beacons and angled back-in parking.
Currently, Caltrans is planning an improvement project along Yolo Avenue which is scheduled to start construction February 2021 and has noticed the County that its facilities must be relocated. Caltrans improvements include concrete curb bulb outs, upgraded curb ramps, improved lighting, green bicycle lane treatment, pavement rehab, parking, and drainage improvements.
The maintenance agreement and encroachment permits that the County entered for the installation of the pedestrian improvements, makes the County responsible for the relocation of its facilities. During recent discussion however, Caltrans has offered to relocate the County facilities as a part of its construction contract provided the County pays for the relocation costs.
County staff has worked with Caltrans to identify the costs associated with reestablishing the County facilities and has developed an agreement (Attachment A) that requires that the County pay $96,300 as a lump sum towards the project. |

This item is pending and contingent upon the Boards adoption of the FY 20-21 budget. The revenue for this expenditure is comprised of three sources; Indian Gaming Local Community Benefit Funds, Private Development In-Lieu Fee and Cannabis Funds.
In 2005 the Road Fund obtained funding from the Indian Gaming Local Community Benefit Funds for the installation and maintenance of traffic calming and pedestrian improvements. The installation costs left a remaining balance of $53,985 for maintenance which is now being applied to this project. Also, in 2005, a development paid a $10,000 fee in-lieu of sidewalk improvements to Yolo Avenue from North Grafton Street to Capay Street.
The balance of $32,315 required in the agreement will be funded through the Measure K Cannabis Fund.
