Subject
Adopt Authorized Position and Salary Resolution to implement changes in the Health & Human Services Agency and Innovation Technology Services department; approve an accelerated merit step increase for a Clerk-Recorder-Assessor Program Manager at the Assessor/Clerk-Recorder/Elections department; approve a reasonable reimbursement benefit to employees for the utilization of a two-factor authentication on personal devices; and appoint a new Health Officer. (No general fund impact) (Lara)
Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement changes in the Health & Human Services Agency and Innovation Technology Services department; and
     
  2. Approve an accelerated merit step increase for a Clerk-Recorder-Assessor Program Manager at the Assessor/Clerk-Recorder/Elections department from Step 4 to Step 5 for outstanding performance, effective September 27, 2020; and
     
  3. Approve a reasonable reimbursement benefit of $15.00 per month for bargaining unit and unrepresented employees for the utilization of a two-factor authentication on personal devices; and
     
  4. Appoint Dr. Aimee Sisson to the at-will position of Health Officer for Yolo County, effective October 26, 2020.

Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution.

Human Resources recommends the Board approve the Assessor/Clerk-Recorder/Elections department request to grant an accelerated merit step increase to Step 5 for Armando Salud, Assessor-Clerk-Recorder Program Manager, for outstanding performance.  Yolo County Code Section 2-6.20 provides that the Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board.  This action will result in a 5% increase for the incumbent, effective September 27, 2020.

Human Resources is seeking Board approval to begin offering bargaining unit and unrepresented employees a reasonable reimbursement benefit of $15.00 per month for employees to use their personal devices to utilize a two-factor authentication sign in method to access the County's systems. This is a cybersecurity measure.

The Health and Human Services Agency and Human Resources recommend the appointment of Dr. Aimee Sisson to the at-will, full-time position of Health Officer for Yolo County, effective October 26, 2020.
