Recommended Action
Approve agreement with the Regents of the University of California on behalf of University of California Davis Health to provide the early diagnosis and preventative treatment program for children and young adults who have recently developed or are at high-risk of developing a mental health disorder, in the amount of $107,335 from July 9, 2019 through June 30, 2021.

Reason for Recommended Action/Background
EDAPT is an ambulatory clinical and research program based in the Department of Psychiatry and Behavioral Sciences at the University of California at Davis, in Sacramento California. This program is founded upon 13 years of clinical and research experience with early psychosis patients by the program director Cameron Carter, M.D. The EDAPT Clinic provides comprehensive diagnostic and treatment services for children and young adults who have recently developed or are at high-risk of developing a psychotic disorder. The goals of the clinic are to intervene as early as possible to mitigate illness progression, prevent development of disease-related impairment, and limit treatment-related side effects. Through this work we have empowered individuals to become active participants in their treatment and to make significant progress toward their personal, social, and occupational goals.
 
Yolo County Health and Human Services Agency (HHSA) contracts with UCD EDAPT to provide basic screening, comprehensive phone screening, and comprehensive clinical and psychiatric evaluations for young people ages 12-30 who are referred by Yolo County HHSA to EDAPT. UCD EDAPT has trained Yolo County HHSA Transitional Age Youth (TAY) staff to provide the on-going clinical and psychiatry services of the EDAPT model. Once referrals complete their comprehensive screenings and evaluations, they are referred back to Yolo County HHSA for on-going clinical services using the EDAPT model. The grant money covers both UCD EDAPT services, and the HHSA staff that provide the EDAPT model to our referrals. UCD EDAPT will be providing on-going clinical services to 1 young person for the duration of the contract.
 
HHSA will be utilizing Mental Health Block Grant (MHBG) funds to serve TAY who are experiencing the symptoms of early psychosis with a serious emotional disturbance (SED) or serious mental illness (SMI), and have limited and/or no resources to secure the continuum of mental health and substance use treatment services needed to live safely and thrive in the community.

This agreement is being procured through a Sole Source, approved by the Procurement Manager on February 16, 2019.

No general funds are required by this action. The total amount of this action is $107,335 for the period of July 9, 2019 through June 30, 2021. These services will be funded by Mental Health Block Grant (MHBG) funds.  The amount of $107,335 was included in the HHSA adopted budget for FY2019-20. The related funding will be included in the requested budget process for future fiscal years.
