Recommended Action
  1. Approve first amendment to Agreement No. 18-273 with Gallaway Enterprises, Inc. to provide for additional environmental work required by project design, permitting guidelines and reporting form changes, increasing the total contract amount by $25,000 for the Environmental Services Agreement for County Road 98 Bike and Safety Improvement Project, Phase II (no general fund impact); and
     
  2. Authorize the Interim Director of Public Works to sign the amendment.

Reason for Recommended Action/Background
On December 11, 2018 the Board of Supervisors approved an agreement with Gallaway Enterprises, Inc to provide environmental services for County Road 98 Bike and Safety Improvement Project, Phase II.
 
The CR 98 Phase II project will extend the improvements completed in 2014 between Woodland and County Road 29 southward to the Solano County line.  The project received federal transportation funding for preliminary engineering and project development through the Sacramento Council of Governments (SACOG) in the amount of $1,593,400.
 
Project boundary changes and amendments to the Yolo Habitat Conservancy permitting guidelines have triggered unplanned expenditures for the project.  Approval of the amendment to the current agreement will provide enough funds for the changes and for the finalization of the required environmental studies to comply with National Environmental Policy Act (NEPA), California Environmental Quality Act (CEQA), and Yolo Habitat Conservancy for the project, which includes the preparation of final permit applications to acquire construction permits for the project. 
 
The amendment adds $25,000 to the contract and increases the maximum compensation to $103,495.62.

Federal transportation funds will reimburse the road fund at 88.53% for a maximum of $22,132.  The minimum matching local funds are $2,867.  These funds are available in the road fund.
