Cache Creek Area Plan Background
The Cache Creek Area Plan (CCAP) is a rivershed management plan, adopted by the County in 1996, amended in 2002, and further updated in 2019. The CCAP is comprised of two distinct, though complimentary plans that govern different areas of the overall plan area: the Cache Creek Resources Management Plan (CCRMP) and the Off-Channel Mining Plan (OCMP).
The Cache Creek Resources Management Plan is a creek restoration plan that eliminated in-channel commercial mining and established a policy and regulatory framework for habitat preservation and restoration; aquifer recharge and conjunctive water use; channel stabilization and maintenance; and managed public open space and recreation. The CCRMP also established the Cache Creek Improvement Program (“CCIP”) for implementing on-going projects to improve, stabilize, and maintain the creek.
The Off-Channel Mining Plan (“OCMP”) is an aggregate resources management plan that established a policy and regulatory framework that allows for controlled off-channel gravel mining to occur no closer than 200 feet to the banks of Cache Creek. There are currently seven permitted off-channel mining operations along Lower Cache Creek that are regulated by the OCMP.
Agreement for Contract Planning Services
On May 21, 2020, the Natural Resources Division released a Request for Qualifications (RFQ) for contract planning services in support of the Cache Creek Area Plan (CCAP). The Natural Resources Division sought a qualified consultant that could perform the following tasks:
- Assist the program manager with CCAP program administration.
- Provide professional advice and guidance related to the implementation of the CCMRP and OCMP.
- Provide land use planning and California Environmental Qualify Act compliance expertise as it relates to the CCAP program.
- Assist the CCAP Program with the processing of mining permit applications.
- Assist the CCAP Program with the development and implementation of the Cache Creek Parkway Plan.
Following the completion of the competitive bidding process (more information can be found below), Staff is recommending that the Board of Supervisors approve a three-year agreement (July 1, 2020 through June 30, 2023) with Tschudin Consulting Group for $400,000 to provide contract planning services in support of the Cache Creek Area Plan (Attachment A).
Necessity of Agreement
Throughout the CCAP's history, the County has long maintained on-call agreements for the services of subject matter experts to assist with the implementation of the program (e.g. fluvial geormophologists, hydraulic engineers, riparian biologists, CEQA experts, land use planners, and mining inspection consultants). All contract planning services associated with this agreement will be provided on an as-needed, on-call basis.
Additionally, this agreement is necessary to assist County staff with the processing of two major mining applications -- the Teichert Shifler project (ZF #2018-0078) and the Granite Rephasing project (ZF #2019-0055, #2019-0056). Based on time tracking, the processing of a single mining entitlement can take anywhere from 25 - 50% of a FTE for the duration of the processing period (6 mo - 18 mo); however, the County is currently processing three permit applications. The County is currently not staffed with the necessary subject matter expertise to process all of these applications at the same time. Staff believes that the one-time nature of these entitlement requests does not justify bringing on a full-time hire and can be satisfied by the contract planning services provided with this agreement. |

All costs associated with Task 1 (Cache Creek Area Plan (CCAP) Program Oversight) are fully funded by fees generated by the County's Gravel Mining Fee Ordinance. It is anticipated that approx. $71,700 will be expended on this task during the 20/21, 21/22, 22/23 FY.
Costs associated with Task 2 (Yolo County Mining Permit Processing) are fully reimbursed by application fees the County's Planning Division collects from the respective applicants. It it anticipated that no more than $185,000 will be expended on this task during the 20/21 FY. |
