Subject
Adopt Public Employee Retirement System Resolutions setting the amount of the County contribution for health insurance for various employee groups. (No general fund impact) (Nunes)
Recommended Action
  1. Adopt Public Employee Retirement System (PERS) Resolutions affirming the County contribution for health insurance for Appointed Department Heads and Unrepresented employees in the amount of $375 per month effective November 1, 2018;
     
  2. Adopt PERS Resolution setting the amount of the County contribution for health insurance for the Probation Association in the amount of $266 per month effective November 1, 2018;
     
  3. Adopt PERS Resolution setting the amount of the County contribution for health insurance for the General Unit in the amount of $400 per month effective January 1, 2019; and
     
  4. Adopt PERS Resolution setting the amount of the County contribution for health insurance for Elected Officials in the amount of $375 per month effective January 10, 2019.

Over time, these changes will limit the County's contribution to retiree medical premiums which will in turn reduce the existing unfunded liability for Other Post Employment Benefits (OPEB) and thus the related general fund costs.
Reason for Recommended Action/Background
The Probation Association Memorandum of Understanding (MOU), which was approved by the Board on February 20, 2018, increased the amount of the County's contribution to employee health insurance from $220 per month to $266 per month.  A PERS Resolution fixing the employer contribution to health insurance for members of the Yolo County Probation Association is required by PERS to implement this change.

The General Unit MOU for the term of July 1, 2018 through June 30, 2021 also provides that the County's contribution to employee health insurance will be set at $400 per month effective January 1, 2019; therefore, staff is requesting approval of the attached PERS Resolution to implement this change.

To ensure the County has PERS Resolutions in effect which set the amount of the County's contribution to health insurance for all employee groups, staff is recommending the Board adopt PERS Resolutions which affirm its present contributions for Appointed Department Heads and Unrepresented employees.

Finally, in May 2016 the Board approved the intent to modify the County-paid retiree medical premium for Elected Officials by placing a cap on retiree medical premiums in the same amount as Appointed Department Heads.  This change was approved to be implemented in January 2019 in order to allow notice to all newly elected officials.  The fixed cap will not apply to Elected Officials who retire prior to January 10, 2019 nor to any Elected Official who has continuously held that same elected position since June 2016 and who ultimately retires from Yolo County at any time in the future.  Adoption of the attached resolution is required by PERS to implement this change.
