Reason for Recommended Action/Background |
The Land Trust of Napa County has requested a resolution of support for their purchase of a conservation easement on an approximately 134 acre parcel of rangeland in western Yolo County directly adjacent to Napa County. The parcel is part of the larger 6,000+ plus acre Gunn Ranch the majority of which is in Napa County, and which the Land Trust is similarly applying to conserve through an easement acquisition. The attached maps shows the location of the easement and the associated APN (Att. A and B).
The easement acquisition will be funded by the State of California Sustainable Agricultural Lands Conservation Program. The program requires a Board of Supervisors’ resolution in support of the purchase (Att. C). Staff would like to note that the resolution requires the Board to make certain findings including, "Without conservation, the land proposed for protection is likely to be converted to nonagricultural use in the foreseeable future." The Office of the County Counsel has expressed concern that evidence supporting this finding is lacking, and recommends that the Board consider denying the resolution unless adequate evidence of development potential is presented in connection with this matter. |
