Recommended Action |
- Accept as complete the CR 98 Bike & Safety Improvement – Phase II Utility Location Potholing Services Contract performed under Agreement No. 5555-2018-3011 NOR-CAL with Nor-Cal Pipeline Services; and
- Authorize the Director of Public Works to sign and record the Notice of Completion.

Reason for Recommended Action/Background |
Nor-Cal Pipeline Services completed underground utility locating services on November 3, 2017 in accordance with the contract plans and specifications. The Board of Supervisors’ acceptance of the work will allow the Notice of Completion to be recorded and the project to be formally closed out.
Background
The CR 98 Phase II project extended the improvements, completed in the initial Phase in 2014, between Woodland and County Road 29, southward to the Solano County line. The project received federal transportation funding for preliminary engineering and project development through the Sacramento Area Council of Governments (SACOG) in the amount of $1,593,400.
Part of project development was to locate existing underground utilities within the project area in order to determine which, if any, underground utilities must be relocated as part of the eventual road construction.
The Board of Supervisors authorized the Director of Public Works to execute a utility locating contract to the lowest responsive bidder on July 18, 2017.
Five bids were received at the bid opening on July 11, 2017. The underground locating services contract was awarded to the lowest bidder, Nor-Cal Pipeline Services in the amount of $146,308. Work began September 18, 2017 and was completed on November 3, 2017. A total of 212 exploratory holes were excavated.
The contract was left open between November 2017 and September 2018 to give the County the opportunity to further investigate underground utilities, if needed. No additional utility excavations are needed at this time. The contract is ready to be accepted as complete. |
