Reason for Recommended Action/Background |
Following an RFQ process in June 2018, the County selected Consolidated Engineering Laboratories (CEL) to provide geotechnical engineering, materials testing, and construction inspection for the AB900 Jail Expansion Project. These services are necessary and required to comply with current building/construction codes and standards.
Due to the project timeline and to avoid any delay in construction, the County issued a short-form agreement to CEL following their selection through the RFQ process. That agreement was made in the amount of $30,000 and set to expire on October 26, 2018, therefore, the total compensation to CEL for services related to the AB900 Jail Expansion and Renovation Project is $300,149.
The cost of these services are contained within the eligible expenses for the project and do not cause an increase in the overall project budget. Further, the cost of the special inspections and materials testing represents less than 1% of the total budget.
The Yolo County AB900 Jail Expansion Project is funded by a grant from the Board of State and Community Corrections (BSCC). In January 2014, the Board adopted a resolution authorizing acceptance of Local Jail Construction Financing Program AB 900 Phase II funds in the amount of $36,295,000 from BSCC. The total project budget also includes $4,991,907 cash match, $1,585,000 in-kind match, and $1,110,000 other County cost. |

The County issued a Request for Qualifications (RFQ) solicitation in June 2018 and received seven responses. All of the responses were from qualified firms with Consolidated Engineering Laboratories receiving the highest rating from the review committee.
