Recommended Action
Consider approving a letter of invitation to CSAC to partner with Yolo County to implement the Results First Initiative.

The California State Association of Counties (CSAC) is an advocacy group with the primary purpose to represent county government before the California Legislature, administrative agencies, and the federal government. A secondary emphasis is placed on educating the public about the value and need for county programs and services. One such service is the CSAC- Results First Initiative.

The CSAC-Results First Initiative provides tools and training to select California counties as they engage in evidence-based policymaking. The goal of the technical assistance provided by the CSAC-Results First Initiative is to support California counties' abilities to understand and use research to make data-driven policy decisions.CSAC is currently working with eight county partners in developing their results first initiative projects in California, including Fresno, Kern, Nevada, Santa Barbara, Santa Clara, Santa Cruz, Solano, and Ventura Counties.
 
CSAC staff and consultants provide intensive and tailored technical assistance to organize teams of county staff, build policymaker support, and create a sustainable process for evidence-based decision-making. Partner counties develop the capacity to:
  • Create a comprehensive inventory of currently funded programs, including an assessment of the evidence for each program’s effectiveness;
  • Build a customized benefit-cost model and conduct analysis to compare program's likely return on investment; and
  • Use evidence to inform spending and policy decisions.
The opportunity to partner with CSAC in the Results First Initiative has coincided with the hiring of a Criminal Justice Analyst in the County Administrator’s Office, who is dedicated to assisting the Community Corrections Partnership (CCP) with their efforts. The Criminal Justice Analyst will be able to leverage the technical expertise of CSAC staff in order to greatly enhance our ability to effectively analyze our existing programs.

CSAC conducted meetings with each member of the Yolo County CCP individually in July and as a whole during the August 13, 2018 CCP monthly meeting. At that meeting the members unanimously voted to recommend that the Board of Supervisors affirm Yolo County's commitment to pursuing the Results First Initiative in the CCP. If the Board of Supervisors approve the invitation to CSAC to partner on the Results First Initiative, then CSAC and County staff will begin the process of data collection and model building for the CCP.

Yolo County’s goals for the Results First Initiative are:
  • Develop a comprehensive list of programming available in the community for justice involved individuals in Yolo County.
  • Research best practices to improve the effectiveness of Yolo County’s criminal justice programming.
  • Improve outcomes of clients in the Yolo County criminal justice system.
  • Improve the CCP’s understanding of the cost to the county for an individual to go through Yolo County’s criminal justice system.
  • Develop and utilize the results first initiative model to assist in funding decisions; so the CCP can maximize scarce resources and get the best return on investment.
