Recommended Action |
- Receive and file update on the 20-Year Cache Creek Area Plan Update and Cache Creek Parkway Plan; and

Reason for Recommended Action/Background |
On November 7, 2017 the Yolo County Board of Supervisors approved the execution of Agreement No. 17-277, a one-year agreement (November 1, 2017 through October 31, 2018) with BASELINE Environmental Consulting to provide environmental consulting services related to the preparation of an Environmental Impact Report (EIR) that would provide CEQA clearance for the 20-Year Cache Creek Area Plan Update (CCAP) and Cache Creek Parkway Plan.
The original project schedule projected releasing the draft EIR in early 2018, with staff bringing the environmental document to the Board of Supervisors in mid-2018 for consideration of adoption. However, the schedule was delayed significantly due to an extensive public outreach effort on the Cache Creek Parkway Plan that lasted 13 weeks longer than originally scheduled.
Staff has decided to not include environmental review of the Parkway Plan in the scope of this agreement at this time. Public outreach specific to the Parkway Plan will continue independently of the 20-Year CCAP Update. Any environmental review of the Parkway Plan will be conducted when necessary.
Additionally, removing the environmental review of the Parkway Plan from the agreement scope decreases the project cost by approximately $17,000. A revised scope of work and project budget is included as Exhibit C-1 of the attached amendment and will replace the original scope of work.
Approval of this first amendment to extend Agreement No. 17-277 will ensure completion of "Task 7 - CEQA Clearance" of the CCAP Update Work Plan, which was approved by the Board of Supervisors on September 15, 2015. |

Competitive Bid Process |
On January 5, 2017, the Department of Community Services issued a Request of Qualifications for on-call CEQA consultant services. A total of 12 responses were received from this solicitation, six of which were put on the on-call list and considered for contract award. The Natural Resources Division received permission from both the Community Services and Financial Services Departments to contract with a vendor off this list to assist in the preparation of environmental documents under CEQA for the 20-year CCAP Update.
BASELINE Environmental Consulting was one of the six vendors on this list and was specifically chosen for two reasons. The first being the reasonableness of the proposed cost to complete the work. Natural Resources Division staff surveyed other County departments and found that the $200,000 proposed by BASELINE compared reasonably to previous and current environmental reviews of County projects. Depending on the level of environmental review needed, prices ranged anywhere from $116,000 to $325,000. Projects that required the same amount of review as proposed in the CCAP EIR were found at the upper limits of this range. Based on these findings, Staff believes that the $200,000 proposed by BASELINE is more than reasonable.
The second reason BASELINE was selected was because of their history working on the CCAP. BASELINE was the vendor that produced the initial EIR for the program when it was formed in the mid-1990's. BASELINE's past experience with the CCAP environmental documents is extremely valuable, as it allows for efficiency when producing the documents, as well as providing cost savings, since a new vendor isn't needed to be brought up to speed on the program. |
