The Board of Supervisors approved 98 On-Call Consulting contracts on May 9, 2017. When approved, the Board stipulated that any project that is awarded to an on-call consultant is subject to a review process that, depending on the size of the contract, may include the County Procurement Agent, the County Administrator's Office, or the Board of Supervisors.
In compliance with the County Administrative Policies & Procedures Manual, all projects awarded that are over $100,000 or any grant-funded work will be brought to the Board of Supervisors for approval. The on-call consultant contracts may be utilized for work on a non-emergency basis, but that does not preclude the County from seeking other firms on the basis of requests for qualifications for any other major project.
Yolo County is the recipient of three Small Community Flood Risk Reduction Program Commitment Letters from the California Department of Water Resources, providing funding for feasibility studies at Knights Landing, the community of Yolo and Clarksburg. This $1,470,000 work authorization would allow MBK Engineers to support Yolo County on the administration of each grant, providing project management and leadership to each study team. MBK will also perform each project's hydrology and hydraulic modeling. All costs associated with this authorization are reimbursable through the Small Communities Flood Risk Reduction grants.
MBK Engineers was selected as the most qualified consultant through a RFQ process in 2016 in anticipation of the State's Small Communities Flood Risk Reduction grant program. MBK Engineers was awarded a contract (Agreement No. 7620-2016) subsequent to the RFQ. The consultant was awarded a three-year, on-call contract in June 2017. Staff has proposed this work order authorization in lieu of a contract extension on the prior agreement.
