Recommended Action
  1. Approve and authorize Chair to sign grant agreement number OP19020 with the State of California, Office of Traffic Safety to renew grant funding for the Child Passenger Safety Program in the amount of $150,000 for the period October 1, 2018 through September 30, 2019; and
     
  2. Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement, provided there are no significant programmatic changes or increases in funding.

Reason for Recommended Action/Background

State and federal laws that require the use of car seats support the fact that children who ride in car seats have a much greater chance of surviving automobile crashes and sustain less serious injuries. Unfortunately, most caregivers do not follow installation instructions adequately and leave their young ones at risk for negative consequences. Furthermore, many families are unable to pay for multiple car seats necessary for growing families. This funding associated with this Agreement will allow the Health and Human Services Agency (HHSA)- Child Passenger Safety Program- to educate Yolo County families on car seat laws and installation instructions through direct marketing with educational materials, classes, and by conducting community car seat inspection events. In addition, the funding will help provide a low cost car seat program by partnering with other County programs and community based organizations that serve income eligible families. Services and materials will also be provided in Spanish in order to reach a wider variety of residents.

Approval of this agreement will allow HHSA to continue to implement and evaluate a traffic safety program targeting families with young children.

No general funds are required by this action.  This agreement will provide federal funding for the Child Passenger Safety Program. The grant runs on a Federal fiscal year so 75% was estimated for the current fiscal year with the remainder to be included the following fiscal year for FY19-20 budget requests. The revenue amount of $112,500 is included in the HHSA final budget for FY18-19.
