Recommended Action
  1. Adopt resolution authorizing the Department of Community Services to submit an application, on behalf of the County of Yolo, to the California Department of Resources Recycling and Recovery (CalRecycle) for a Local Government Waste Tire Enforcement Grant through fiscal year 2023-2024; and
     
  2. Authorize the Director of Environmental Health to accept the grant funds on behalf of the County of Yolo and to sign all documents as necessary to support the grant.

Reason for Recommended Action/Background
This is a renewal of the authorization to apply for a previously awarded grant for an additional five years.  The existing grant application is on file with the Clerk of the Board.

The Local Government Waste Tire Enforcement Grant provides adequate resources for Environmental Health, the Local Solid Waste Enforcement Agency, to conduct a waste tire enforcement program to ensure that waste tires in this county will not become a hazard or nuisance to the public.

Waste tires, when improperly disposed, can present health hazards and degrade property values.  When illegally disposed, they can be a fire hazard, potentially causing air quality disasters.  They encourage the breeding of rodents that can spread disease to humans.  The accumulation of waste water in waste tires is a breeding ground for mosquitoes, thus potentially transmitting diseases such as West Nile Virus and malaria to the general public.

To address waste tire problems in the state, Senate Bill (SB) 876, established in the year 2000, requires CalRecycle to consider designating local entities as the enforcement authority of regulations relating to the storage and handling of waste tires.  It also required that such designation must come with sufficient and stable funding.  The state currently has a surcharge of $1.00 on each new tire sold in California.  This funding provides for the Local Government Waste Tire Enforcement Grant Program.

The Waste Tire Enforcement Program will have four major components:  Site Inventory, Enforcement, Surveillance, and Training.  Each facility producing waste tires will be inspected.  Waste tires will be tracked from the point of generation to final disposal.  Illegal disposal sites will be investigated and eliminated.  Education on proper handling of waste tires will be provided to the tire facilities and the public.

The grant requires Board of Supervisor approval to apply for the grant, or delegated authority with a resolution.  This resolution will authorize the Director of Environmental Health to apply for this annual grant through fiscal year 2023-24.  The award amount is estimated at $69,000 per year.  The program is intended to be long term with stable funding.  The state requires early submission and approval of the grant application in order for the county to qualify for state funds.

There will be no impact to the County general fund.  The Waste Tire Enforcement Program will be entirely funded by the State grant.  The anticipated grant award amount is $69,000 for the current fiscal year.  The program is intended to be long term with stable funding.  Comparable grant award amounts are expected in the future.
