Reason for Recommended Action/Background
As these agreements are being made between two government entities and the provider’s aggregate contract amounts are above $100,000, action by the Board of Supervisors is required. Approval of this agreement will continue the positive working relationship between the University of California, Davis (UCD) Shelter Medicine Program and the County, and enables the Sheriff’s Office to work cooperatively with UCD toward providing the most humane care possible for animals in its custody, properly fulfilling their law enforcement duties.

The Sheriff’s Office has retained one contract veterinarian and equipped a surgery room for the provision of basic veterinary care at the shelter, resulting in a cost savings to the county and decreasing the need for transporting animals to and from the vet. However, cases exist where the animal in custody requires emergency services the department is unable to provide due to inadequate resources. Therefore, it is necessary to contract with an outside vendor for these services.

This agreement will be from July 1, 2018 through June 30, 2020 with an automatic renewal for two additional one year terms unless either UCD or the County provide a written notice of termination at least sixty days prior to the automatic renewal.
Collaborations (including Board advisory groups and external partner agencies)
A positive working relationship exists between Yolo County Animal Services and the UCD Shelter Medicine Program. Representatives of UCD and Animal Services frequently meet regarding the shelter medicine program and services to be provided under this contract. County Counsel has reviewed the agreement and approved it as to form.
Competitive Bid Process
A competitive bid process was not used because staff determined that performing emergency veterinary services requires a specialized field, therefore, the source from which such goods or services might be acquired was very limited. UCD has represented it is fully certified and/or licensed to perform the services required and that it employs persons who are fully certified and/or licensed, specially trained, experienced, expert and fully competent to properly provide the services required. In addition, UCD is prepared to provide these services on a 24-hour, seven day a week schedule; a requirement which other county veterinary offices are unwilling or unable to provide.

Approval of this agreement will have no impact on the general fund. Estimated revenue and appropriations, of an amount not to exceed $55,000 related to this agreement, are included in the department's FY 2018-19 recommended budget.  Costs are funded by fees for services, including revenue received from city contracts.
