Reason for Recommended Action/Background |
This contract allows Yolo County's Health and Human Services Agency (HHSA) to purchase four beds at a high quality, affordable, inpatient psychiatric health facility. The beds are available to the County for patient placement without wait times, and are a positive alternative to regional hospitals.
The services provided by North Valley Behavioral Health will be billable to Medi-Cal, and are therefore a more cost-effective option for this important level of care than free-standing psychiatric hospitals whose services are not billable to Medi-Cal, and which would otherwise be used by Yolo County for most inpatient care.
The increased amount for this third amendment is needed to align with actual expenditures for 2017-18. The cost savings will come from another underutilized contract.

Competitive Bid Process |
On July 31, 2007 the Board of Supervisors granted an approval to the Yolo County Health and Human Services Agency (formerly known as the Department of Alcohol, Drug, and Mental Health) for certain exceptions to the contract procurement policy. According to this approval, 24-hour residential adult mental health services are classified as “Any Willing Provider” and are exempt from the competitive bid process. |

No general funds are required by this action. These services will be funded by Medi-Cal and Realignment Funds. The increase amount of $3,150 is included in the HHSA recommended budget for FY17-18. The related funding will be included in the requested budget process for future fiscal years.
