Recommended Action |
- Approve grant project agreement and associated resolutions with the State Department of Water Resources in the amount of $200,758 for levee patrol road repair for County Service Area 6 (Attachment A);
- Authorize the County Administrator and his/her designee to execute the grant agreement, all associated contracts, and subsequent amendments, provided that the total costs do not exceed to overall grant agreement total; and
- Adopt a budget resolution increasing the 2018-19 budget for County Service Area 6 to $307,919 (an increase of $200,758) (Attachment B).

Background
Yolo County Service Area 6, also known as Snowball CSA, is located southeast of the town of Knights Landing, adjacent to the Sacramento River. CSA 6 is the local maintaining agency for approximately six miles of levee commencing at the Knights Landing Outfall Gates and ending at the Yolo/Sutter county line, just west of the Fremont Weir.
CSA 6 is funded through a portion of the ad valorem 1% property tax. There is no Prop 218 assessment. The revenue for CSA 6 varies slightly between $39,000 and $41,000 per year (past, present, and future). This amounts to approximately $6,600 per mile for operations and maintenance of the levee system.
In 2013, the State Department of Water Resources (DWR) released guidelines for a statewide Flood System Repair Project (FSRP). The focus of the FSRP Program is to provide funding for repair of flood system performance issues. The State authorized allocation of up to $150,000,000 for the FSRP Program with DWR funding between 50-90% of eligible project costs. Local maintaining agencies, such as Yolo County, are eligible applicants for this funding.
Current Request
Staff submitted a request to the State's FSRP funding program for grant funds to repair and rehabilitate the levee patrol road (gravel road at the top of the levee) for CSA 6. The State has awarded CSA 6 $200,758 for these repairs. The agreement requires a local match of $22,307 for a total project cost of $223,065. The local matching funds will come from the existing CSA-6 budget.
The proposed levee repair project will recondition approximately 3.5 miles of the deteriorated levee crowns and access ramps. A map showing the levee sections proposed for repair is provided as Attachment C to this staff report. Staff expects the work to be completed prior to the end of the current calendar year. |
Collaborations (including Board advisory groups and external partner agencies) |
Staff has collaborated with the State Department of Water Resources and the property owners and stakeholders within CSA 6 on this project. A publicly noticed open house was held on July 23, 2018 at the Knights Landing Community Center where staff presented the maintenance schedule and proposed FY 19 budget which included discussion of this proposed project. |

Not applicable for this action. Once the grant agreement is executed staff will solicit services for the proposed project in accordance with the County's purchasing policies. |
