Reason for Recommended Action/Background
In 2015, the Yolo County Purchasing Division solicited proposals for excavation services.  The requested services included a variety of types of excavation work and cleaning of drainage conveyances.  The services are needed for work that requires specialized equipment that the County doesn’t own and to supplement County forces. A&L Services, Inc. of Davis was awarded a not-to-exceed contract of $25,000 per year over a three year term. Amendment #1 added $22,500 of services to the contract in August 2016.  Amendment #2 added $200,000 to the contract in May 2017. 

The recent storms and declared disaster have resulted in an unusual amount of damage as compared to prior years, including slope failures and washed out culverts.  Amendment #2 provided sufficient contract authority to proceed with the repair of major slope failures on County Roads 57, and replace washed out culverts on County Roads 2, 29, 85A, 87 and 88.  However, the storm damage was greater than originally estimated for Amendment #2, and the County has additional damaged areas that require repairs before next winter’s storms.  Amendment #3 will allow for additional excavation services including ditch, slough, levee, and drainage canal cleanout, debris removal, culvert replacement, slope stabilization, and engineered fill construction, for several more areas that were damaged by last winter’s storms including County Roads 89, 22 and work on another location on County Road 2.  The remaining contract authority will also allow for timely future repairs, if needed following the upcoming winter’s storms, in accordance with Exhibits B and C, and if directed by the Director of the Public Works Division.
