Reason for Recommended Action/Background |
Supervisor Saylor has requested the County consider a support position on SB 54 (DeLeon) which would prohibit state and local law enforcement agencies from using resources to investigate, interrogate, detain, detect, or arrest persons for immigration enforcement purposes as well require that a law enforcement agency that chooses to participate in a joint law enforcement task force submit a report pertaining to task force operations to the CA Department of Justice every six months. The full text of the bill and most recent legislative analysis is attached (Att A. and B, respectively). The Legislative Subcommittee did not reach consensus on a support position and requested this item be brought before the full Board as its nexus to our Legislative Advocacy Policy was not immediately recognizable (Att. C). Per the Board's Governance Manual advocacy topics that could be beyond the scope of the County's Legislative Advocacy Policy are to brought to the Board in the following manner:
After giving due consideration to the adopted governance principles set forth in this manual, under Board matters, any Board member may raise for consideration legislative, ballot measure, judicial system (including amicus participation) or other proposals of statewide, national, and international interest that are beyond the scope of the County’s legislative platform. The item will be scheduled for a subsequent agenda with the following staff analysis:
o Local and organizational impacts
o Description of whether action by Yolo County will have an impact
o Next steps concerning outreach (i.e. County’s position stated in a letter to state/national/international officials, on the website, via a press release).
However, given the time sensitivity of moving forward with a position prior to the end of the legislative session on September 15, this item is coming directly to the Board for consideration. The Sheriff opposes the bill. Staff reached out to the District Attorney as well, but he did not respond prior to the finalizing of the agenda. |
