Reason for Recommended Action/Background
This work authorization would allow Lionakis to prepare construction documents (including architectural, structural, mechanical and electrical systems) and provide bidding and construction support services for the renovation of county offices at 600 A Street in Davis.  These improvements include the development of a Health and Human Services Wellness and Service Center.  In order to accommodate this new center, relocation of the County District 2 Supervisor's office and the Yolo County Children's Alliance within the building is necessary.  

Lionakis estimates approximately 56% of the total gross area of the building will require a complete remodel. The project is estimated to cost $1 million, with $500,000 in General Fund support being allocated as part of the 2017-2018 fiscal year budget. Additional funding support is provided by Mental Health Services Act (MHSA) capital funds ($375,000), Workforce Investment Opportunity Act (WIOA) funds ($100,000), and the Accumulative Capital Outlay (ACO) fund ($25,000).  A separate project for replacement of the facility’s roof is funded by the ACO fund. General Services estimates that these tenant improvements will be complete by late Spring of 2018.

Competitive Bid Process
This work authorization is a continuation of the conceptual design already completed by Lionakis on this project.

Bidding for the construction phase of this project will be handled competitively and in compliance with all County, State and Federal regulations.

Funding for this work authorization is included in the $1,000,000 project budget, which is included in the county's 2017-2018 final budget.  Of that budget, $500,000 is General Fund support allocated as part of the 2017-2018 fiscal year budget.
