Reason for Recommended Action/Background |
At their June 24, 2014 meeting, the Yolo County Board of Supervisors approved the execution of Agreement No. 14-121 (Attachment A), a three-year contract with Tschudin Consulting Group for specialized consulting services relating to the Cache Creek Area Plan program. The agreement expired on June 30, 2017 and the Natural Resources Division would like to extend it to retain the consulting services provided by Tschudin Consulting Group. The services that will be provided associated with this extension are outlined in Exhibit B in Attachment B and include assistance and program oversight with the:
- Cache Creek Area Plan 20-Year Update
- Cache Creek Parkway Plan
- State & Federal Permits
- Off-Channel Mining Plan Implementation
- Miscellaneous Cache Creek Area Plan program activities
The initial contract entered into with Tschudin Consulting Group in 2014 was a sole source contract. The sole source was approved due to the institutional knowledge of the Cache Creek Area Plan that Tschudin Consulting has obtained over the past 20 years. Tschudin was involved in the planning, adoption, and implementation of the Cache Creek Area Plan, beginning in 1994.
Since that time Tschudin Consulting Group was awarded a 3-year on-call consulting services contract through the competitive RFP process initiated by the Department of General Services in spring 2017 and formally approved by the Board of Supervisors in June 2017. If approved, this request will result in the extension of a sole sourced contract. The services specified in the scope of work are all in support of projects that are currently underway. There are no new services or projects proposed in this request. New projects or services, if needed, will be authorized through the competitively awarded on-call consulting services contract held by the Department of General Services. |
