Subject
Adopt Authorized Position and Salary Resolution to implement changes in the County Administrator's Office, Health and Human Services Agency, and Probation departments; adopt resolution providing for At-Will appointments to county positions; and approve an accelerated step increase for a Child Welfare Services Manager. (No general fund impact) (Rowland)
Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement changes in the County Administrator's Office, Health and Human Services Agency, and Probation departments;

  2. Approve changes to the Resolution providing for At-Will appointments to county positions to remove Assistant Director - Planning Services and Habitat Mitigation Manager, add Emergency Services Manager, Accounting Manager, Accounting Manager - CPA and Human Resources Manager, and change the title of Manager of Purchasing Services to Manager of Procurement; and

  3. Approve an accelerated step increase from Step 1 to Step 4 for Child Welfare Services Manager, Laura Nielsen, effective September 3, 2017.

The accelerated step increase for Laura Nielsen, Child Welfare Services Manager, is requested by the Health and Human Services Agency, to ensure pay equity between Ms. Nielsen and a new Child Welfare Services Manager with comparable qualifications who was recently hired from an external recruitment.  Ms. Nielsen's has more than 15 years' experience in Child Welfare Services.  In addition, she has six years of experience as an adjunct faculty teaching Child Welfare Services at California State University, Chico and has served as a faculty trainer for the Judicial Council, California Administrative Office of Courts for more than four years.   Pursuant to County Code Section 2-6.20, the Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, to reward outstanding achievement and performance, or for other reasons acceptable to the Board.  Human Resources recommends approval of the recommended action.
