Recommended Action
  1. Adopt resolution authorizing the County Administrator’s Office to apply for a California Natural Resources Agency grant for ADA accessibility improvements at the Gibson House property; and
     
  2. Delegate authority to the Assistant County Administrator, or her/his designee, to sign and execute any additional forms, documents, and/or amendments as necessary related to the grant.

Reason for Recommended Action/Background
Yolo County acquired ownership of the Gibson House property and facilities in 1975. The property is operated as the Yolo County Historical Museum, also known as the Gibson House Museum, through an MOU with the non-profit Yolo County Historical Museum Corporation (YCHM). 

On August 15, 2017 the County submitted an application to the California Natural Resources Agency’s Museum Grant Program in partnership with the YCHM for $75,000 in funds to improve and increase access to the Gibson House mansion and surrounding outbuildings for individuals with disabilities. Due to the break in Board of Supervisor meetings in August, an application was submitted by the grant due date of August 15, 2017 with a draft Board resolution, as allowed by the guidelines of the grant. If adopted by the Board, the resolution will be sent to the California Natural Resources Agency to finalize the grant application submission.

The grant would fund improved ADA access to the Gibson House Museum. Specifically, it would fund improvements such as: ADA compliant walkways, a wheelchair ramp that provides access to the front of the mansion and outdoor lower level porch, and repair to dry rot in columns supporting the second story porch above the walking path.

Grant funds are to be awarded in May/June of 2018 and will require a 100% match ($75,000). If awarded, this match may be requested in the FY18-19 County Recommended Budget for Board consideration. The YCHM has expressed an interest in providing a portion of the matching funds for the grant as well, as stated in their grant letter of support (Attachment B), which would reduce the County contribution.

The grant project would be directed by the Assistant Yolo County Administrator and managed by the General Services Department with expected project completion by December 2019. If awarded, the grant requires the County to maintain and operate the project developed with the funds for 15 years.

Examination efforts regarding options for long term operation of the Gibson House property are still underway by County staff, which was disclosed in the grant application. The proposed options will not hinder the public and educational use of the facility and are anticipated to be brought before the Board of Supervisors for consideration in October.
