Reason for Recommended Action/Background |
County Service Area 6 ("CSA 6" AKA "Snowball Levee District") is eligible for funding through the State Department of Water Resources' (DWR) Deferred Maintenance Project. Funding through the program will be used to evaluate (Phase 1) and rehabilitate (Phase 2) levee penetrations that may affect the integrity of levees within the State Plan of Flood Control.
Deferred Maintenance Project - Phase 1
Phase 1 involves the locating, cleaning, and video inspection of pipe penetrations through levees. DWR has identified approximately 7,300 penetrations statewide, of which 2,120 are considered a high hazard to levee integrity. DWR has identified seven (7) such penetrations within CSA 6. (See Attachment A, Proposed Work Plan)
Deferred Maintenance Project - Phase 2
Upon obtaining the results (video inspections and status reports) of Phase 1, DWR will prioritize repair and rehabilitation of a limited number (expected to be approximately 1,500) of levee penetrations as Phase 2 of the Project.
Next Steps
Upon execution of an Assurance Agreement between the County and the State, staff will issue an RFP, using the State's specifications, for video pipeline inspection services and select a subcontractor in accordance with County purchasing regulations. Once the inspections are completed to the state's specifications the County will submit a request for reimbursement to the State. The Deferred Maintenance Project funds 100% of costs; there are no matching funds required. |
