Reason for Recommended Action/Background |
The provision of Early and Periodic Screening, Diagnosis and Treatment (EPSDT) community-based services to Medi-Cal eligible children and adolescents is mandated by federal statute and court agreements signed by the state. In order to meet federal mandates and make efforts to reduce residential placements and hospitalization, Health and Human Services Agency (HHSA) continues to diligently work with local community-based organizations to develop a continuum of care that provides treatment options to children and families in the community that will deliver support services in the least restrictive environment possible.
This Agreement manifests the collaboration between HHSA and Yolo Family Services Agency (YFSA). YFSA provides services to children referred by HHSA, Child, Youth and Family Branch’s Child Welfare Services (CWS). In accordance with Senate Bill 785, YFSA also provides services to out-of-county foster youth residing in Yolo County. Through these collaborative efforts, HHSA is able to increase access to services and support while at the same time making efforts to reduce costs by preventing higher cost of care, such as hospital and residential treatment.
Due to an increase in Child Welfare Services and the need for mental health services there has been an increase in utilization for EPSDT services. The Agency has determined additional funding is needed in order to continue to provide valuable mental health intervention services to children and adolescents. Approval of this Amendment allows YFSA to continue to provide services to Medi-Cal eligible children and adolescents without a disruption in services. This will further HHSA’s effort to support community-based services to children and families in local communities, as well as preventing higher cost of care from occurring more than necessary.

Competitive Bid Process |
On March 3, 2014, Yolo County Health and Human Services Agency, formerly known as Alcohol Drugs Mental Health, issued a Request for Proposals (RFP) requesting proposals from qualified providers interested in providing child and adolescent EPSDT to Seriously Emotionally Disturbed (SED) full scope Medi-Cal/EPSDT eligible children and youth under age 21. The proposal submitted by YFSA was evaluated and found to meet all the required qualifications to provide these services.
Contracting History:
On May 27, 2014, the Board of Supervisors approved original Agreement in the amount of $522,000 for the period July 1, 2014 through June 30, 2017.
On November 4, 2014, the Board of Supervisors approved the First Amendment to increase contract amount by $249,315, add service locations and revise contract language to clarify and refine terms, conditions, and requirements of the Agreement.
On January 27, 2015, the Board of Supervisors approved the Second Amendment to increase the contract amount for FY1415 and revise contract language to clarify and refine terms, conditions, and requirements of the Agreement.
On December 15, 2015, the Board of Supervisors approved the Third Amendment to increase contract amount by $300,000; add service locations; and revise contract language where appropriate to clarify and refine terms, conditions, and requirements of the Agreement.
On September 27, 2016, the Board of Supervisors approved the Fourth Amendment to increase contract amount by $335,282; to provide additional clarification regarding authorizations, referral process, and caseload monitoring in Scope of Work for mental health intervention services for Children and Youth for July 1, 2014 through June 30, 2017.
