Recommended Action
  1. Approve agreement with Resource Development Associates, Inc. in the amount of $149,945 to provide data collection and evaluation of the Proposition 47 Steps to Success project to ensure compliance with the Board of State and Community Corrections requirements for the period September 1, 2017 through September 30, 2020; and
     
  2. Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement.

Reason for Recommended Action/Background

On January 24, 2017, the Yolo County Board of Supervisors approved and adopted a resolution authorizing Yolo County Health and Human Services Agency (HHSA) to submit a grant proposal to the Board of State and Community Corrections (BSCC) for Proposition 47 grant funds and to receive and administer the funds to expand existing diversion programs in Yolo County and provide intensive case management and treatment, civil legal assistance and permanent housing assistance. On June 14, 2017, the BSCC awarded Yolo County HHSA $5,968,214 to implement their proposed project.

Approval of this agreement will allow Resource Development Associates, Inc. to implement a four-part evaluation approach to this project which includes 1) a collaborative evaluation planning process, 2) a preliminary evaluation during the first two years of the project, 3) a final evaluation at the end of the grant period, and 4) ongoing collaboration with HHSA, the Local Advisory Committee (LAC), and other project partners and stakeholders.

Program Purpose

A. To provide data collection and evaluation of the Proposition 47 Steps to Success Project to ensure compliance with Board of State and Community Corrections (BSCC) requirements.
B. To support ongoing programmatic improvements to the Steps to Success Project.

Program Description

Contractor will engage in evaluation of Yolo County’s Proposition 47 Steps to Success Project, collaborating with all involved partners, and will produce preliminary and final evaluation reports.

2.1 Contractor to receive 80% positive feedback on satisfaction survey conducted with the Steps to Local Advisory Committee mid-way through the Steps to Success Project

  Yolo County will meet the BSCC data collection and evaluation requirements associated with the Proposition 47 Steps to Success Project as a result of activities conducted by Contractor

Competitive Bid Process
On July 14, 2017, with approval from the CAO’s office, HHSA issued a Request for Quotes (RFQ) requesting bids from four potential evaluators to complete the grant evaluation requirements, including, but not limited to the Local Evaluation Plan, the Two-Year Preliminary Evaluation Report, and the Final Local Evaluation Report, and to assist in the data collection and evaluation requirements of the Proposition 47 Steps to Success project.

HHSA received two proposals from this solicitation.  The proposal submitted by Resource Development, Inc. was evaluated and determined to meet all the required qualifications necessary to successfully provide data collection and evaluation of the Proposition 47 Steps to Success project.  The following chart provides a summary of the RFQ evaluation criteria:

No general funds are required for this Agreement.  These services will be funded by state Prop 47 grant funds for the period September 1, 2017 through September 30, 2020.  HHSA is preparing a separate budget resolution for the Prop 47 grant funding. The related funding will be included in the requested budget process for future fiscal years.
