Recommended Action |
- Approve renewal agreement with Turning Point Community Programs to provide co-occurring disorders harm reduction services in the amount of $68,408 for the period July 1, 2017 through June 30, 2018;
- Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or Amendments as necessary relating to this agreement.

Reason for Recommended Action/Background |
Approval of this agreement will allow Turning Point Community Programs to continue to serve mental health clients with co-occurring substance abuse problems. This program provides Yolo County with a fully integrated treatment program actively combining mental health and substance abuse interventions to treat mental health disorders and related problems using harm reduction techniques and treating the whole person more effectively.
On June 10, 2014, the Board of Supervisors approved the original agreement with Turning Point Community Programs to provide co-occurring disorders harm reduction services from July 1, 2014 through June 30, 2017, with an option to extend the agreement for an additional two fiscal years.
HHSA is requesting approval of this agreement in order for Turning Point Community Programs to continue to provide these services for an additional fiscal year, while HHSA prepares to issue an RFP in fiscal year 2018-19.
The performance measures included in this agreement are as follows:

On April 7, 2014 the Yolo County Health and Human Services Agency (HHSA), formerly known as Alcohol, Drug and Mental Health Department (ADMH) issued a Request for Proposals (RFP) requesting proposals from qualified providers interested in providing co-occurring disorders harm reduction services to adults ages 18 and older with serious mental illness and a co-occurring substance use disorder.
HHSA received one proposal from this solicitation. The proposal submitted by Turning Point Community Programs was evaluated and determined to meet all the required qualifications necessary to successfully provide these services. The Competitive Bid Process below provides a summary of the RFP evaluation criteria.
