Reason for Recommended Action/Background |
In early 2017 a storm surge consisting of 16 Atmospheric Rivers hit California. Beginning in January and extending well through the month of April these storms caused high levels of water within the State Flood Control system that travels through Yolo County. These storms caused damage to road infrastructure, levee infrastructure, and local crops.
During these storm events damage occurred to the Oroville Dam main spillway which caused the emergency spillway to flow and created a mass evacuation event in Butte County. Evacuees were housed at many emergency shelters stood up throughout the greater Sacramento area, including one at the Yolo County Fairgrounds.
Yolo proclaimed several states of local emergency during this timeframe to open up access to assistance from the State and Federal government due to the amount of damage and response costs throughout all of the partners within Yolo County. These were terminated on June 6th, 2017. An After Action Conference was held in June to allow all response partners to provide feedback on the events from January-April. Some of the topics addressed in this conference included:
- Damages and response to local road systems
- Damages and response to local levee infrastructure
- Response to the shelter stood up during the Butte County evacuation
- Damages to local crops (both from the length of high water and late start to the irrigation season)
- The FEMA & CalOES recovery process
