Reason for Recommended Action/Background
To continue the task of updating financial policies as part of our long-term financial planning, the County Administrator's Office and the Department of Financial Services have recently been focusing on policies pertaining to the revenue cycle for Yolo County.  The policies presented herein pertain to donations acceptance, grants administration and revenue management. They are designed to incorporate industry best practices and to fully align with the strategic priorities of the Board of Supervisors. 

The Donations Acceptance Policy supersedes the existing Gift Policy and sets forth a countywide protocol for accepting donations from all sources. It adds specificity to the current policy to ensure that accepted donations serve the county strategic goals. Concurrent with this policy, staff is building our capacity to receive donations online; with anticipated completion in early October.

The Grants Administration Policy is a major revamp and enhancement to, and supersedes, the exiting Grants Procedure. The current procedure is limited to the grant development activity. The new policy covers the entire lifecycle of a grant and establishes a countywide framework to ensure that grants are obtained and managed in accordance with the long-term strategic goals of the County.  This framework is based on centralized coordination provided by a new Grants Oversight Committee. It also strengthens oversight and accountability requirements to minimize budgetary impact and ensure compliance with new federal regulations, namely the recent Uniform Guidance issued by the federal Office of Budget and Management (OMB).

The Revenue Management Policy is a new county policy that sets the priority on managing revenues to enhance financial stability and sets the proper emphasis on the the long-term net positive outcome for the County. It requires an updated revenue inventory and increased awareness of the specific revenue mix of the County, and calls for long-range projections and monitoring of major revenues. This policy is a new emphasis of County financial policies, which hitherto have been focused on the expenditure side.

Consistently with our Long-term Financial Plan, the common attributes of these policies are that they cast a long-term view and countywide approach to financial management.

These policies were the results of concerted effort among the County Administrator's Office, County Counsel and members of the Yolo County Financial Officers Forum.
