Recommended Action
  1. Approve the First Amendment to Agreement No. 16-119 with Northern California Construction Training to increase total annual compensation for Vocational Education Services and the Yolo County Construction Program Youth Stipend Support by $118,325 to $313,306; and
  2. Adopt budget resolution appropriating an additional $118,325 of Youth Offender Block Grant Funds to the Yolo County Construction Program for 2016/17.

Reason for Recommended Action/Background
On July 12, 2016, this Board approved a contract with Northern California Construction Training (NCCT) to provide vocational educational services to juvenile-justice involved youth participating in Probation's Yolo County Construction Program (YCCP).  This program provides an alternative to out-of-home placement by providing community based educational, mental health crisis intervention, and vocational education services.  YCCP started operating on August 25, 2016.

This amendment is needed to ensure NCCT is able to provide stipends to all program participants should any participant not meet the eligibility requirements for a Workforce Investment Opportunity Act (WIOA) grant.  The initial program design assumed that a portion of the participants meet WIOA eligibility, and thus those participant stipends would be paid by RISE, Inc.  The screening process determined that no one met WIOA eligibility and thus the Department is seeking to ensure the NCCT contract has sufficient spending authority to cover the cost of all the stipends for 15 program participants.
