Recommended Action |
- Approve agreement with Nichols Consulting Engineers in the amount of $110,900 for a term of one-year to provide pavement condition surveys for an update of the pavement management system for the County’s road network; and
- Delegate authority to the Director of Community Services and/or the Assistant Director for Public Works to sign the agreement and to negotiate, sign and execute any additional forms, documents and/or amendments as necessary relating to this Agreement.

Reason for Recommended Action/Background |
Approval of the agreement will enable the County to update the pavement management system in a timely and cost-effective manner. With an accurate representation of road conditions, Community Services staff will be able to better assess and prioritize cost-effective strategies for pavement maintenance and rehabilitation.
BACKGROUND
The County of Yolo Community Services Department, Public Works Division is responsible for construction, operation and maintenance of 757 centerline miles of road and 147 bridges. The road network includes 33 miles of arterials, 142 miles of collectors, 40 miles of residential roads and 542 miles of other rural roads, which includes approximately 100 miles of gravel roads. Yolo County roads carry a mixture of local and through commute traffic, bicycles, aggregate resource trucking, farm equipment movement, and farm to market traffic.
The County utilizes the Metropolitan Transportation Commission’s (MTC) Street Saver pavement management system. Currently Public Works staff inspects and updates the pavement management system. The desired frequency for pavement inspection is every three years. In the past few years, Public Works staff have been busy with design and inspection work, which has made it difficult to complete the condition surveys in a timely fashion. The proposed contract will inspect the entire road network in one year. The pavement management system provides tools that can assist decision makers in choosing cost effective strategies for maintaining pavements in a serviceable condition. To continue to optimize the use of these tools, it is recommended to hire a consultant to conduct the inspections.
A request for proposals (RFP) was advertised on Bidsync beginning June 1, 2016 and three proposals were received by the deadline of July 1, 2016. The scope of work includes the provision of pavement condition inspections in order to update the pavement management system.
A selection committee of Public Works staff engineers reviewed all three proposals. Based on the requirements in the RFP, Nichols Consulting Engineers, was identified as the firm with the best proposal, qualifications and cost.
The consultant will inspect all County roads based on the process specified by the MTC’s Street Saver. As the roads are inspected the pavement management system will be updated. |
