Reason for Recommended Action/Background |
The Yolo County General Services Department, Parks Division operates and maintains Grasslands Regional Park, located south of Davis. The 323-acre park contains unique opportunities to view intact grassland prairie, seasonal wetlands and vernal pools, while providing a habitat for a variety of bird species including Western Burrowing owl, Northern harrier and Swainson's hawk. The proposed trail system will provide park visitors new viewing opportunities throughout the park, while protecting the park’s critical habitats.
If awarded, Habitat Conservation Fund (HCF) grant funding will provide improvements such as: new trails and improvements to existing trails, new directional and interpretive signage, habitat viewing platforms, benches and shade structures, and an additional handicap-accessible parking lot. These improvements align with the Board identified goals of Sustainable Environment, Operational Excellence and Thriving Residents, by providing open space and recreational opportunities to the community, while maintaining and enhancing the natural habitat in this park. The grant requires a 50% match from the County, which was requested through the Adopted Budget Process to be considered by the Board at the September 27, 2016 meeting.
The HCF grant application requires the Board to adopt the attached resolution as part of the grant application which staff proposes to submit to the State by October 3, 2016. Grant funds will be awarded in the Spring of 2017. The General Services Department expects to have the project completed in the 2021/22 fiscal year. |

There is no fiscal impact from this action. This grant application requires a 50% match, which was requested as part of the September Adopted Budget process to be approved by the Board on September 27, 2016. Additional in-kind amounts will utilized to offset expenditures. |
